Mid-Atlantic Area Manager
Robert Praga is the Mid-Atlantic Area Manager and a Senior Project Manager delivering water and wastewater engineering projects for municipal clients. He has supported evaluations of water treatment and distribution systems, long-term master planning for drinking water improvements, and design of pump stations, treatment processes, and linear infrastructure including water mains, sanitary sewers, and drainage systems. His experience also includes managing capital improvement programs, developing facilities plans, prioritizing infrastructure investments, and preparing planning-level evaluations for sewer rehabilitation and replacement projects

Civil and Stormwater Lead
Altarral Hagen is a Civil and Stormwater Lead delivering water resources and site engineering solutions for municipal, industrial, and commercial clients. He has led projects from concept through final design, specializing in hydrologic and hydraulic analysis, stormwater infrastructure, and BMP implementation. His experience includes drainage assessments, floodplain analysis, permitting, and construction-phase support, with a strong focus on developing practical, compliant, and cost-effective designs. Altarral also provides technical oversight for site development and stormwater management strategies, ensuring projects are both resilient and constructible

Water Resources Lead
Amanda Lester is a Water Resources Lead and has led watershed protection and stormwater management projects for several municipalities in metro Atlanta. Her focus has been on environmental planning and permitting services for water resources and stormwater projects, as well as hydrologic/hydraulic and floodplain modeling for municipal clients. Ms. Lester understands water quality and quantity challenges in Georgia, having supported efforts on the State Water Plan and studies under the Metro North Georgia Water Planning District. She is also well-versed in requirements to obtain permits for construction operations, comply with effluent discharge requirements, and manage stormwater.

Vice President of Engineering
Andy Rankin is Vice President of Engineering and a Principal Engineer and Project Manager specializing in municipal water and wastewater infrastructure. He leads multidisciplinary teams through design and construction, with a focus on pump stations, pipelines, treatment process systems, and yard piping. His experience spans both detailed design and construction administration, with a strong emphasis on coordination across disciplines to deliver practical, buildable solutions. Andy has also supported large-scale capital improvement programs and consent decree–driven initiatives, particularly for linear infrastructure and pumping systems.
