Our Permitting and Water Resources Team provides the highest level of service for watershed and stormwater management and regulatory compliance. Our staff works with engineers, planners, and regulators to manage projects efficiently through planning, permitting, design, and construction phases. Whether it is stormwater planning and management, conceptual planning, low-impact design of BMPs, or regulatory compliance, R2T has the expertise and the dedication to meet your water management goals. R2T also brings extensive experience in basin-wide, regional, and local watershed master planning, including the development of implementation schedules to support the long-term protection and management of water resources.



Areas of Expertise
Water Resources Planning: Our staff is experienced in permitting and planning various types of projects. We provide assistance on projects to meet the Clean Water Act and the Safe Drinking Water Act requirements. R2T has a successful track record in completing Source Water and Watershed Assessments, Watershed Monitoring Plans, Anti-degradation Reviews, Water Conservation Plans, Drought Contingency Plans, and completing many other regulatory exercises. Our extensive experience in collecting, assessing, and analyzing water quality and biological condition allows us to identify critical issues and required solutions.
MS4 Compliance: Each year, R2T’s staff guides several municipalities through the Municipal Separate Storm Sewer Systems (MS4) program. We perform illicit discharge inspections, water quality monitoring, and MS4 annual report development.
TMDL Compliance: R2T assists municipalities in TMDL monitoring for permit compliance. We assist with stream monitoring and modeling, TMDL implementation plan development, sampling quality assurance plans (SQAP) development, and regulatory reporting. We work with department staff and regulators to identify streams for delisting and develop watershed management plans that include the Best Management Practices (BMPs) and action plans for meeting reduction goals outlined in TMDLs.
Environmental Services: Environmental permitting and modeling services include completing environmental site assessments, wetland and stream surveys, tree protection plans, and air and noise assessments to comply with various regulatory mandates.
Featured Projects
Cabin Creek Watershed Monitoring Plan
R2T led the preparation of both the Cabin Creek Watershed Monitoring Plan and the Watershed Protection Plan to support SCWA’s NPDES permitting and long-term watershed management goals. The project included detailed watershed characterization of the Cabin Creek and Buck Creek drainage areas, assessing environmental features such as soils, wetlands, impaired streams, and sensitive habitats. A comprehensive water quality monitoring program was developed, including site selection, sampling protocols, and laboratory procedures consistent with EPA and Georgia EPD standards.
Baseline monitoring was conducted for bacteria, sediment, nutrients, metals, and in situ water quality parameters to evaluate existing conditions. Biological assessments, including benthic macroinvertebrate and fish community surveys, were performed to establish ecological benchmarks. R2T also evaluated potential pollution sources, including NPDES-permitted facilities, industrial operations, and nonpoint source runoff.
The resulting Watershed Protection Plan outlines structural and non-structural best management practices (BMPs) and provides a long-term framework for monitoring, regulatory compliance, and adaptive management. This ensures protection of water quality as sewer infrastructure and development expand within the watershed.

Water Resources Master Planning
We specialize in watershed-based planning and master plan development to protect and enhance water resources and aquatic habitats. Our services include watershed characterization, hydrologic and water quality analysis, and identification of pollutant sources and ecological stressors. We incorporate community and stakeholder input throughout the planning process to ensure solutions are locally supported and practical. We develop targeted watershed improvement plans that integrate best management practices, restoration strategies, and conservation approaches, and we support implementation through project phasing, funding strategy, and coordination. Using advanced modeling and GIS-based tools, we prioritize projects based on impact, feasibility, and regulatory drivers, delivering actionable, resilient solutions.
Our approach delivers practical, science-based master plans that protect water resources, restore ecological systems, and provide communities with clear, actionable strategies for long-term watershed health.
